Imma lvl 42 or so Prot Pally and I was going to Dual Spec to Ret and was wondering if this bug would increase low lvl ret Pallies too?

Not an exploit. its a bug. paladins cant help it happening because its linked to there 2 DPS seals. they have to use one or the other, or do less DPS than the tank.
